Libre Map Project. TIFF format "legacy" topo maps.
US Department of Agriculture Geospatial Data Gateway. Free downloads but lots of complex choices. Files are in formats which need a special viewer.
US Geological Survey. Downloads of new topo maps in GeoPDF format as well as "legacy" topo maps are free. Watch this video about mobile apps that can put USGS digital maps on your phone or tablet.
US Geological Survey EarthExplorer. All sorts of very technical map stuff.
